Pinelands Commission realigned

The biggest reorganization of the state Pinelands Commission in two decades has eliminated two top vacant positions, and realigned more than 50 employees into five major divisions to handle tasks at the regional environmental and land-use agency.

The realignment is the latest change to come under commission chairman James J. Florio, a former governor who, along with other new commissioners, was chosen by Gov. McGreevey last year to get the board on a new track after several years of upheaval.

Executive Director John C. Stokes on Tuesday announced his old job and that of another former assistant executive director would be abolished.

In place of that old chain of command, five office directors are now reporting directly to Stokes, a change he said will simplify the relationship and give staffers more decision-making authority.

The work force won't increase, and the commission will save about $85,000 in the short term as a result of the changes, Stokes said.

Located in the New Lisbon section of Pemberton Township, the commission staff reviews applications for development and monitors environmental changes in the Pinelands region, nearly a million acres.

The commission staff is now divided into the office of regulatory programs, headed by Charles Horner; land use and technology, directed by Larry Liggett; graphic information technology, administered by Russ Davis; business services, managed by Donna Connor; communications, headed by commission spokesman Francis Rapa, and science, with chief scientist Robert Zampella.

Susan Grogan is the commission's chief planner.

Stacey Roth, a former legal specialist for the state Department of Environmental Protection, has joined the commission as a daily, in-house legal and regulatory adviser.
