Like I posted a while ago...Pine Desert...there is no solution as far as I can see. Just keep taking water and do nothing about it
1. Stop building like crazy and fill the houses we already have that are empty. 2. Open a desalination plant and pump it directly into the aquifer. Once it's filled. Then you can pump it to people.
