I never realized that an executive order was initially used to protect the Pines. :)

In his most defining move, Mr. Byrne is credited with saving the New Jersey Pinelands, a region of forests, cranberry bogs and hamlets spreading across the southern flank of the state. He wrote an executive order to protect more than a million acres and helped establish the pinelands as a national park.

Some articles on their site are public, others are subscriber only and it isn't immediately obvious if you're subscriber, sorry. To make it worse, sometimes an article is public for awhile, then becomes private later. But the Google trick can be generally handy whenever you want to read a WSJ article if you aren't a subscriber. Their site has buttons to share the article on facebook, twitter, etc. but unfortunately not on NJBP. :)
