BUENA VISTA TOWNSHIP - A pocket of small businesses and historic buildings called Richland Village is the closest thing to a downtown that can be found in this forested and farm-laden corner of Atlantic County.
The area along Route 40 owes much of its past to the railroad crossing at its center, and the township has spent millions of dollars in grants in the past several years to beautify the streetscape and revive much of its rail-related heritage.
But progress on the project has largely ground to a halt. The economy crashed just as the project was gaining steam, and controversy has impeded its movement.
Now its direction is uncertain. With new officials conducting the township's business and new grants hard to come by, the plan appears stuck in its tracks.
