Well, the tavern is already wired for electric, since it was a private residence up until fairly recently. I think they can probably do HVAC fairly unobtrusively. Having the inside climate controlled will preserve the building really well. Look at the Atsion mansion - it's falling apart again, after that huge expensive restoration job, because it's not climate controlled.

Ocean County Parks has the right idea with Cedar Bridge.

Not so sure about the right idea but they certainly have a great source of funding for a caretaker and vet bills.
