When it came time for Tom Beaton to build a new office and restroom for his marina, David Beaton & Sons in Brick, the state's Department of Environmental Protection promised to stamp its approval — with a few concessions.He needed to offer the public access to the waterfront. With parking. And a restroom. And a six-foot-wide walking path that would be open 24 hours a day, seven days a week.
