The move to change jurisdiction may have to do with funding and enforcement. In the past couple years the DEP has past the authority to enforce some laws over to local municipalities. One example is the local health inspectors now enforce commercial pesticide applicator laws. Take notice of the number of Conservation Officers on patrol in the Pine Barrens. One or two is all you will see and the officers have a vast area to patrol. This change may be a great one if there was more understanding to why the change is needed.
