That is odd since I have heard discussions that I will be working on the new GPS Satellites later this year. They are in the works.

From what I read, the issue seems to be funding and timing to get them built and launched.

That's probably true, most things in the media are. With the dependence of commercial interests and the military, I seriously doubt there will be any lapse.
