the guvmint now requires you to register if you fish for certain species or 3 miles off the coast.

That's unfortunate, but that has been the requirement for quite some time. They could have gone about it in a more orderly way though. I guess it all depends if this was widespread among the guides out there or just some that were not aware they required an OUPV license. It woud be interesting to know what brought on the enforcement effort.
