Little Rock 1999

I was near Lake Oswego a few weeks ago and found a rock with the inscription "Little Rock 1999" on it. There was also a home made cross made from two logs and tied together with string at the rock. It was off of a road that my club calls 3 bridges road. Because there are 3 bridges on it. It comes off of 563 just outside of Chatsworth heading south. Its the road that goes off at an angle to the left, bear right at the fork after the bridge and thats the road I am speaking of. Does anybody have any idea what this rock is/means.

One of the those bridges is Dukes Bridge. The road is the road to Bear Swamp Hill. Not sure what the stone means. Maybe a memorial to someone who died on the road???

I saw that when i went out to the landing gear recently,i would go with guy's theory,because usually when you see things like that,it is dedicated to someone who died there,who it was ,when it happened,we may never know.
