I tripped over these in the middle of the woods.
Apparently it's the Kirkwood-Cohansey Project. They were not in a grid.

That project is over. I found that tower in Lebanon in 2006 while looking for property stones. It was the most well hidden tower I have ever known about. Whoever came up with that location was a genius. I walked right up to it before I even noticed it. I posted about it and will try and find the post. I later found out that the tower had been removed because the project was over.

Compare my second photo with the one at your link.

Maybe there were several locations.

I suspect each location had some sort of transmitter to send the information from each test well to the tower in Lebanon. Just a guess.
