Site says the glass comes from privately owned locations. Are there any restrictions to that, assuming the owner has given permission? If he doesn't have permission, that seems like an issue between him and the property owner.

The fact remains if he takes if from state land that is illegal.

I have no idea whether or not he is telling the truth, but his website at the link posted above says:

At secret, privately owned "Pine Barrens Diamond" ™ locations throughout South Jersey, I carefully dig, probe, excavate and unearth pieces of glass that for a variety of reasons went unused and were discarded.

I did some soils work on a privately owned site in Waterford back in the 80's that was loaded with old glass chunks just below the surface. A local old timer told me it was from a nearby glass factory explosion back in the day.
