"Shelter in place" warning?

Was just checking the forecast on the NWS site and there is an orange area of the map up around the Delaware Water Gap indicating a "shelter in place" warning. What is going on up there???

Police have had a strong presence in the area all week in their attempt to locate Frein. Authorities say Frein is allegedly responsible for the shootings of two State Police troopers at the Blooming Grove barracks last weekend. State Police issued a shelter in place warning at about 7:30 p.m. Friday night. They said the warning was "due to police activity in the area." The public is asked not to travel to this area.
