Strange Marker

I saw a really strange marker on the Batona last weekend. It was a couple miles from Batsto going toward Bass River. It was concrete with a metal plaque on top, kind of like a property marker or a US Geological Survey marker (but I'm familiar with those and this wasn't one). It had the number 45 in the upper left, and a "W" in the upper right. A horizontal line separated the top from the bottom, and centered in the bottom was the letter "L". There were no other markings. Anybody know what this is? My buddy thought it was 45 degrees west longitude, but that's in the middle of the Atlantic Ocean. I though it might have something to do with Wharton/Lebanon state forests, but I couldn't reconcile the 45. I'll try to draw it for you:

Hi,

I have never come across that marker before so I can't help you out. It is an interesting one that hopefully you will find an answer for.

Here is one that I can upon in the 70's. Has anyone viewed this one, and if so, what exactly was being studied?
