I saw the tarp this morning. It wasn't there Thursday morning. It looks like pavers on the top to hold it down. There was no obvious reason such as paint.

I was thinking that too. If it has a crack and water gets in and freezes it could be a problem.

It appears to me that that the monument was repointed or repaired and the tarp is there to help protect the new cement from the freezing weather.

I was looking at photo's online yesterday when it was there in 1933 and it looked really good. Time and mother nature is starting to work hard on it.

It is not surprising that time has taken it's toll. It is not made of granite, probably sedimentary rock.
