Who mans it does not effect the cost to build it, nor the ongoing expense to operate it as it is manned now. Apparently, PA saw what was to be a savings turn into higher expense for the ongoing costs of fire detection without using the towers.

It may be people using it as bait for raccoons or something, cat food does have an aroma that travels. Maybe trying to find a bear. The homeless have been known to use it to help them. Some pet shelters provide the food.

That used to be the case with one person at IBSP. That person is no longer employed by the state.

The one we have came from a feral family and still has some wildness in it at 16 years. Its a hoot when it stands up to our 100lb retriever, the dog has no idea what to do :D

Even more sensible and would bring in some money at the same time, would be to trap and sell them to Chinese restaurants.

No argument there, but I've been peppered many times with shot when upland bird hunting on state WMA's and no hunter was within sight. I can see the same thing happening with duck/goose hunting. Shot travels quite some distance. As an example; #6 shot from a 12ga can travel up to 2 1/2...
