The mess was caused by the state police shutting the track down at 10% occupancy after they were told 30% occupancy was legal the sold tickets for the 30% rule and got shut down and people were pissed and rightfully so.

I've heard the same and the residents were pissed about the constant truck traffic coming and going 24/7 if it were to be approved . I think the deal is dead
