There are already laws denying access to certain areas as well as laws regulating the use of motor vehicles on these lands and which vehicle types are permitted and which ones are not. These laws are ignored by some and apparently are very difficult to enforce, so without adequate law enforcement why would anyone think a new layer of rules, e.g. permits, road closings, etc. will make much of a difference.
