I read up on this, and apparently they worded the article badly. Its not that "We're" going to benefit from this, but rather the Europeans will benefit from this because they now use our system which isn't nearly as accurate as the service we get (on the order of up to 10m!). One thing the Europeans have planned, which we will/should benefit from is their Galileo (GPS) system, which will compliment and possibly replace the US GPS service they now use. Once Galileo is up in 2013 or 14, it will have worldwide coverage, meaning we'll be able to receive it's signals. China has a similar project underway, as they too outside of the regional system they have in place, use the US GPS system.
