Honestly I don't think Bush has much to do with it. Oil companies have controlled the energy game since before 'ol G. Dubs was born and they'll be around long after he's gone. There's a great book that came out about 5 years ago about the rise of multinational corporations and its implications upon world politics, but the name escapes me.
