Black Bear in laurel Lake

So I have a question...if black bear were eliminated from the barrens awhile back but now they are here again, where are they coming from?
 
The only two explanations I can offer is wandering down from north jersey or biologists are clandestinely releasing them in an attempt to start a new population.I personally feel the second choice to be the correct one but have no proof.The bears would have much suburban sprawl along with several major highways to cross to get to the barrens.Not impossible but then why haven't they been doing it all along? Methinks the state does sneaky things so as not to alarm the general population.
