I have a question about the blue dotted lines on the Lidar maps. My assumption are that they are waterways/streams that are seasonal in nature. Am i correct in this?

What LIDAR maps? What blue dotted lines? Do you mean something like this?

If so, then yes, those are features that the USGS classifies as "intermittent streams". If you switch to the USGS topo, you will see something similar in this case.
