I came home and used the Warn DEP App which really needs some work. The GPS coordinates were wrong and it won't allow sending of more than one photo. So I resent it and typed the GPS coordinates in the photo I sent, and also added my name and phone number to that. So if they get the photo they get all the info they really need and it will be correct.
It is about 10 feet in the right of way of a highway. I have the survey of the top right property in the below map which follows the highway boundary line. The corner of that property is the small blue square next to the flag that says "37 Iron Pin." The magenta colored arrow points to the oil and you can see it is on the highway property. Another 10 feet or so and it would be on private land.
I saw no evidence that they will be able to catch this person.
