The fines are very lite.

Jessica said the same thing. She wants to see them in jail for a few days at least.

I guess you would need to know all the details. But the fines seem kind of inconsistent, where one guy paid $2000 for dumping "several bags" of household garbage while another only paid $1500 for dumping a boat and a trailer. Then another guy dumped a 4 foot high by 12 foot long pile of trash in Wharton and only paid $1000.
