I do alot of hiking down in that area and have seen some strange things over the last two years. What I can say about this situation is the town of millville is tired of preserving their land. They have a load of endangered animals down there and I guess they want more development down there to pump some money into the town. I know there is a tract between menatico and manumuskin that is loaded with rare stuff. The nj conservation foundation attempted to buy the tract but millville wants no more open space preservation. Also they just recently demolished a couple 100 acres for a new super race track of some sort, on piece of land that I'm sure pine snakes were on. I wouldn't be suprised if it is someone just fed up with land protection. But honestly I can't imagine anyone wanting to purposely injure a bald eagle.....it is beyond comprehension to me....but like I said I've seen some weird stuff down there.
