Mosses not my specialty, but looked in my field guide and have to agree with bob's previous assessment. Commonly known as fox tail club moss. Grows in swampy, edge of swamp/ponds, and generally damp areas.
it's a type of Lycophyte (clubmosses) - they are not true mosses, and are heterosporous rather than homosporous (which all mosses, liverworts, and hornworts are).
