What an incredibly confusing newspaper article. I am presuming that Wayne (McCabe), Jean Kolva, and the rest of the crew prepared a National Register nomination for the Rail-Trail group, but you really can’t clearly discern that from the article. The best I can make out is the issuance of a COE (Certificate of Eligibility) from the SHPO (State Historic Preservation Officer). Did Wayne, in fact, complete a nomination document?
