Boy, that is a tough one with no tail. I'm going to throw this out there, and maybe the more experienced can confirm or dispute:

a.) Junvenile Cooper's hawk.

b.) Juvenile Red-shouldered hawk.
 
I was gonna guess red tail,because it reminded me somewhat of this one I photo'd about a week ago.........but so far sounds like perhaps immature cooper's has the most votes for your bird....

i don't think Swainson's normally occurs out here... any hawk that looks like that is likely a cooper's or sharp-shinned. I've seen plenty of both on the outskirts of the pines
