It may have been spontaneous ignition of dry pine needles under the sun, caused by a bottle on the ground or something. It's rare for fires to get seriously out of control with vegetation this far established.

Tropical Storm Fay helped the New Jersey Forest Fire Service put out a 200+ acre blaze in New Jersey's Pine Barrens.
Looking at the pictures it looks like a controlled burn, only the underbrush. If so it did more good than bad.
