A bit confusing, because it says Vineland, but it isn't. The De Carlo lots have a number of cut roads, De Carlo had intended to develop, then the laws were changed after he had them cut and he was unable to develop them. Joe says that De Carlo when to jail for something, he doesn't remember what, and while in jail wound up going bankrupt. Not sure who owns the property now.

Really. Note the disclaimer, must be familiar with the CMP.
The strange part is the repeated talk of Estell Manor and Route 50, and Estell Manor zip, but the address and map show it center city poor area of Vineland.
