We were out there this morning, no flow over the dam.

The color is pretty accurate, a light powder green. The camera was on auto and I did not photo shop these pictures. It has the size and consistency of pollen but my first thought was an algae bloom. It's too late for pine and oak pollen, especially of the amount needed to do that. It is mostly pine around that pond. I have not seen evidence of it elsewhere such as puddles we past getting there.

That much pollen this late in the year seems odd. Did you notice any smell?

I suppose with no flow it's possible after many days of being stagnant.
