Snake Identification

Tonight I was out for a stroll and almost stepped on this little fellow. He was about 18 inches long. I am curious to know what kind of snake this is.

Actually garters can be black, or white, sometimes pink or red with lace. Oh wait, we're talking about snakes here. Ummm, never heard of a black gater snake, at least not on the east coast.

there are melanistic garter snakes.. but i don't recall of any in new jersey
