I see the problem. They are taxed to death, and so now trying to only tax single groups instead, so not all the citizens will be up in arms.
Vermont asks its citizens to pay state income tax, state sales and use tax, property tax, and various other taxes including those on meals, rooms, alcoholic beverages, and estates.
