The Toms River, as you likely know, drains a huge area. I just cannot imagine you running into serious trouble. If you are healthy and under 60, I say go for it, but with a Buddy. Bring your cell with an aerial map on it that tells where you are. If you have an issue, drag the canoe to the closest hard road, then call uber and go back and get your vehicle and return for the canoe.

I've never experienced water amount being a problem on the river, but ever since the sole livery on it closed years ago there is no regular clearing on the Toms, as there is on the other pine barrens rivers, and obstacles have increased. I personally enjoy the challenge, but I usually paddle with a large group with mixed abilities, and we've stopped paddling it. There is a chance some volunteers have worked on it though. A web search sometimes brings up trip reports.
