    I suspect that barrier is in the process of being pulled down, rather than put up. The bridge has been closed to vehicles for quite awhile, if I recall correctly.

    There is a free image viewer/editor called FastStone that I use for stuff that doesn't merit booting up Photoshop. It includes a good and flexible screen cap feature, and once the image is grabbed you can save it to disk or tweak it first.
