something sounds strange about this story. I would be inclined to assume some important details are missing. Not being aware of the situation I am hesitant to jump to conclusions. Tragic.
Maybe they're starting construction. The mill buildings were all knocked down a few years ago.

Sad , feel for the family .I agree with Woodjin .There is probably a bit more to this story. Manchester law enforcement is very aggressive about patrolling this area.Lake Horicon is 300 yds away , open yr round and its free. The Heritage site is a Nuclear Regulatory clean-up site which is also somehow overlooked .
