Here's my take on this. Looking at the 1970 map, an area adjacent to the north of the Oyster Creek Power Plant looks somewhat similar to the area in question, but a little more worn down. This activity doesn't show on a 1962 map. Construction of the Power Plant srarted on Decmber 15, 1964. I'm thinking, materials excavated fron each site was used to build the power plant.

Looks like this is from the mid to late 1960s. The property was owned by Norman Finninger at the time. I am just guessing but perhaps they were mining a shallow layer of gravel for highway projects. The "mounds" might be the overburden or topsoil that was scraped away prior to removing the gravel. The Parkway already existed at the time so not sure if it would have been used there. Again, I am just guessing.

Edit: I looked more deeply into this link. AI suggested it's likely as they did own a farm across from route 9.

Yes; I did see an acticle that Finninger (or Fenninger) own a farm on the east side of RT 9 where he raised cattle.

I was on the farm maybe 27 years ago when my son played baseball right next to it. I hated that ball field, it was always windy and cool, even in some summer evenings. It was as you'd expect, a mix of weedy species and natives. Not much wet ground.
