I'm against it. Throw those rules out the window, as they won't be followed.
This rule is very restrictive.
- Quiet hours are from 10pm to 6pm to be observed by all visitors.

Pretty sure my son's Plott Hound, Finley, can read. He watches TV intently and when there are words on the screen, his head moves slowly from left to right. He's a cool dog.
Bizarre that A.P.P. would describe this as a new pet-friendly program. It's been in place for a long, long time. $5 per night extra, and must provide office with proof of pet's rabies vaccine. Pets are only allowed in tent/trailer campsites designated for pets (which is a lot of sites), and never in structures like cabins or lean-tos (service dogs excepted, as they are not pets). Nothing has changed in years, as far as I know.
"Quiet hours" really refers to things like gas-powered generators, which need to be turned off at 10pm so your camping neighbors can sleep. Some of those things are really loud. I've never heard of quiet hours being used against pets.
Camping with dogs is great. It's a few of the day-use dog walkers who are the problem, doing things like bagging their dog's waste and then leaving the bag on a trail, or tossing it into the woods.

I had a similar reaction when I saw that this was being described as "new".
Like I said, throw those rules out the window. Be prepared to smell and step all over dog crap, be awakened in the middle of the night from a barking dog (and you know once one starts.......) and guard yourself and family from unleashed dogs, because the irresponsible owners think it doesn't apply to them and their dog is "trained" not to be on a leash.

Yes, I remember. Unfortunately, we don't camp anymore for a variety of reasons. I've never stayed under the new management. From what I've gathered, there's a mix of people that like it better under the new ownership, along with those the don't.
That's really not surprising though, as you'll have that with anything, a mix of people that like it and others that don't like it.
I do know, that Covid really killed the cost of going to a regular campground. Some of the rates they're charging to camp are not much cheaper than actually staying at a hotel. In years prior, camping was always a much less costly alternative to have a nice relaxing family vacation, but now the daily cost is outrageous in most cases.
