The DEP issued a 318 page SCORP or "Statewide Comprehensive Outdoor Recreation Plan" ... I searched for "off-road" and found this on page 83.

Consider removal of abandoned roads and trails, where appropriate, to bolster ecological function while discouraging illegal dumping and off-road vehicle abuse

Depending on what is defined as "abandoned" (if it's being used, is it abandoned?) this sounds like an excuse to close roads and block access to whatever they see fit.
