Other than the Ospreys, very few migrating birds are in that area from the Toms to Cedar Creek, perhaps this will help and the refuge adds a blind or two for observation, but it will most likely remain a closed area. There have been crews in there the past few months doing some survey work. The Oceanville section of the refuge has had very limited access since late summer thru the peak migration period as work on the impoundments took place; supposed to be done this month . They also built a new administration building there. Lots of Sandy money being spent.
