Does anyone know if wind chill temps only apply to skin?

For example, if it's 35 degrees, with a wind chill of 25, will things freeze?
Nope, the temperature must be at or below 32 degrees for water to freeze. Wind chill does come into play at temps below 32 because the wind can then draw the heat from the water or object and it can freeze faster than on a calm day.
Note: Water freezing at 32 F degrees (or boiling at 212 F) is referenced “at sea level” , water freezes at higher temperatures in higher altitudes, but the difference is tiny.

It looks to me that we are not going to have anything of significance. The back end is already in Harrisburg and moving through.

Just some rain here so far, I agree it appears to be moving out... but the night is young. :) And, as usual, the Dover AFB weather radar has been down for about a week, and that is the station that would provide the best view of the storm for me. I sure hope that the radar they use for air traffic and defense is more reliable than this station.
