Looking at the map I think some of that yellow section RD1 is already developed and occupied and it doesn't look like what i consider single family. I've also heard it's low income and has a 20year tax break...

You might be correct, but I'm not seeing that. Looks like the yellow RDI section consists of Block 202, lots 4, 5, 6 and 7. Lot 7 appears to be the largest and is owned by Haines Blvd LLC & DiMeglio, Lot 6 has a private owner, Lots 4 and 5 are owned by the township. Now, this was data from 2020 and it usually takes a few years for changes to be posted, so something might have changed. My newest aerials are from 2020 and I don't see any development there yet.

Looking on Google Maps, don't really see any development there either, but maybe I'm looking in the wrong place? Can you post a link to the part which is developed and occupied? There's some kind of apartment complex adjacent to there, but it does not appear to be part of the yellow RD1 section.

As some of you know, I am the Professional Planner for the Waterford Township Planning Board and a Waterford resident. What you are currently seeing at this site and adjoining the former National Amusement multiplex movie theater property, which included the original Atco Drive-in, is the clearing and grubbing stage for an initial 267,389 s.f. warehouse. The current warehouse will be built on Block 204 Lot 1. The current warehouse is being constructed by a company known as PNK who recently purchased their part of the property from an entity known as Saminvest, a Stephen Samost entity. A company known as Active Acquisitions secured all of approvals on Block 204 Lots 1 and 2, starting about 3-4 years ago. Active retains ownership of Lot 2. Lot 2 will eventually be developed for an additional 688,125 s.f. warehouse when they find a buyer.

This process started with a zoning change. The current Heyer-Gruel redevelopment plan from 2018 for the Haines Boulevard Redevelopment Area had the property zoned TOD which was a mixed use zone. Interestingly, the map that Boyd posted with all the purple and orange colors for the redevelopment plan divides the various zones long the lines of properties and streets that don't exist and never will. The Haines Blvd. Redevelopment area has been a sore spot for the township since its initial inception around 1990. We are just now starting to see development with a completed 95 unit affordable housing and more developer interest.

All of this proposed redevelopment is within the Pinelands management area, known as Regional Growth. Sewer and public water is available Regional Growth is the most accommodating zone in which to develop in the Pinelands. The Executive Director of the Pinelands Commission, Susan Grogan, was very cooperative with the Township and assisted us with every step along the way for the zoning change. Our Township land area is 70%. public land and that makes it extremely challenging for a municipality that is also 100 percent within the Pinelands management areas to establish and maintain a productive tax base under those conditions.

Kinda confusing because the multiplex property is only a small part of the development area. When I buzz down 30 it looks like apartments/condos/townhouses already built in the yellow area to the right of Haines Blvd in boyds 2nd pic labeled single family. I'll have to take a drive back there and look closer...

I'm intrigued with that term "grubbing". I decided to not look it up and just guess at it. Does it mean all bush and tree and tree root material removal only? No leveling etc.?

Bob, "Clearing and grubbing" is a common term used in construction spec packages for sitework. We use it in our municipal spec packages on projects that we put out to bid.

Our good friends over at AI have this to say:

"Clearing and grubbing is the process of removing all unwanted vegetation and debris from a site to prepare it for construction or other land development. Clearing is the removal of above-ground material like trees, brush, and grass, while grubbing is the removal of below-ground material such as roots and stumps. This is a crucial preliminary step before a site can be graded or built upon. "

The multiplex property Block 204 Lot 2, formerly owned by National Amusement, is actually the larger property. You might be thinking smaller because of the footprint of the Atco Drive-in in the northeast corner. The Drive-in is part of Lot 2. Lot 2 will eventually contain the larger warehouse.
Here are Camden County Board of Taxation mappings that show the individual lots. Lot 1 PNK is 23.8 acres and the former multiplex is 38.8 acres.

This seems very clear to me, but I might be missing something and have not driven past there for some time. But just compare the site plan to the link I posted above. Here they are side by side. Notice the red dotted line on the site plan on the left. I have drawn a magenta line to match it on the parcel map on the right. You can see that the apartments are to the right of the yellow area and to the right of the magenta line. Or maybe you're talking about something completely different?

Notice the red dotted line on the site plan on the left. I have drawn a magenta line to match it on the parcel map on the right. You can see that the apartments are to the right of the yellow area and to the right of the magenta line. Or maybe you're talking about something completely different?

Boyd, the apartments east of your magenta line are actually townhouses that were built in the 90's. The (95) new affordable apartment units built by Conifer are within the mustard color of the Candy Land-like Redevelopment Plan mapping. That map contains all imaginary internal streets with the exception of Haines Boulevard.

I am attaching a Camden County Board of Taxation mapping that shows the project nearing completion earlier this year. Block 202 Lot 4.02 contains all of Conifer's (95) units.

Camden County has a contract with Near Map and they update the aerials multiple times per year. I use them daily primarily for determining ownership and to get deed book and page references. A bonus is that every lot you click on within Camden County will give you a link to the current municipal tax map plate for lot being viewed. I am attaching the Plate covering the Haines Boulevard Area. The website is open to the general public and it is free. Kind of like Boyd's Maps! :)

Thanks Scott, that explains it. I ASSumed that the Google aerials were up to date, but clearly they are not, since they don't show any of that new construction. My bad - yes, that is definitely within the yellow zone. Parcels 3 and 4 in lot 203 are interesting - each is about 890 feet long and only 57 feet wide. :D

I was looking at the "development map" blue section thinking that was the multiplex parcel since it roughly matched previous development area

That's the buildings you can see from Rt30. Hopefully they dont call them single family homes these days
It's a 100% rental community called Woodland View. I has a mix of affordable apartments and townhomes. Conifer is the owner and one of the most reputable companies in the affordable housing business, primarily because they retain responsible ownership after the project is completed.

Because of their good reputation, all of their communities typically have long waiting lists. There is already full occupancy and a waiting list Waterford's Woodland View. Conifer Village Cape May Seniors has a 5 year wait and Conifer Westville has a 3 year wait.

Here is their web page for Woodland View in Waterford. I hope everyone will appreciate what affordable housing really means.

My posts were all related to this map from a courier post link and what I see driving down rt30. The yellow section is labeled single family... I see now in the bottom right it's dated 2016 :D

This is literally what I see when I look at that Redevelopment Map.. It is nearly worthless. The worst part about the Redevelopment Land Use Map is that the land use categories are delineated by borders with roads that don't exist.
