A Grebe for sure. Perhaps a Red-necked Grebe in non-breeding plumage. I haven't seen enough of them to be positive.
Just curious but what was the date and location of this photo?
We had quite the invasion of Red-necked Grebes this winter. Some speculate that is was because of the large % of the Great Lakes that remained frozen for so long.

It would be great if it hung out long enough for this Saturday's World Series of Birding!
It's interesting that it doesn't appear to have one bit of breeding plumage this late in the season. So many of the other Red-necked Grebes we had in the area were really starting to get colorful just before they left.
