Has anyone seen this, I would think its a cesspool pipe or vent if where near anything -- but this was pretty remote.

maybe a cap on a well? a piece of broken pipe some one dumped and some one pounded it in the ground to make you think some thing is there? I know where there are pipes in the ground where they take water samples from but there all blue with a lock on the top with a lid that opens, maybe it has something to do with that.

I agree with Boyd. There are all different kinds of testing pipes, depending on who is doing it. Some are even pipes (tubes).

A description of them:

These particular pipes are part of a hydrologic
transect to understand subsurface hydraulic gradients
near streams. The locked blue well casings are protecting the more
conspicuous larger diameter wells, which are generally at the upland end of
the transects. The pipes with the electrical tape covering the ends are
less conspicuous wells.

You may see gray PVC pipes in some other areas that were installed by the
Pinelands Commission at the center of their 10m x 10m ecological study
plots to understand relations between vegetative communities and depth to
the water table

I've seen those in Ridge at Robert Cushman park. I think they are to test groundwater, since Brookhaven National Labs are nearby and there has been some contamination there and they are keeping an eye in case it spreads.
Also last month I saw some DOE folks testing the waters of the Peconic River in Riverhead, some 10 miles west of BNL.
