Just for the sake of discussion, why would Highway 40 and Savoy Boulevard need a bypass at their intersection in 1940? Would there be a need to access the railroad before the bridge? What is the history of the highway during this time period and area?

It was late and I wanted to discuss something other than the storm. I now see the thread from a year ago that explains the bridge and its details in depth started by Bobpbx. I should have went with my other choice to question what was going on a short distance to the north of the bridge here with the network of roads and boxes.
