You’re correct; they should be placed where the right-of-way changes direction such as the beginning and ending of curves.

That sounds like a right-of-way monument. That dimple or punch mark in the metal is most likely the point they were marking. Sometimes they punch an X to make it stand out. Roy

I believe they were just cutting the small pine trees back so cars don't get pinstriped. They did the same thing from Friendship to Hawkins Bridge a year or so ago. Of course if they would cut the grass / weeds once a year, they wouldn't have to make such a mess. Roy
