If it's a fireman usually the set them within their own response area so they can put it out. These seem to be a bit spread out but I still wouldn't rule that idea out. It also could be more then one person. Some of last years fires could also be linked as well.

Going back to my days with the FFS. We did some controlled burns to combat this specific weed along the Delaware River. I was not there first hand but I heard it went well. This makes me curious if it was successfull at all long term.

Yes. They cover their dens with dead grass. Growing up my father ran over a few with the mower over the years. Using a knit insert and a mason jars we've saved several of the survivors and returned them back.
