Saw this on the side of a truck by Batona Camp today. Does anyone now anything about this?

We pulled into the PIC this afternoon and noticed this shirt hanging from the undercarriage of a truck. No, it was not stuck in the door. Gotta love deer week, the bar was full.

I saw the tarp this morning. It wasn't there Thursday morning. It looks like pavers on the top to hold it down. There was no obvious reason such as paint.
