    I'm not sure if the exact location but by the description I was thinking the same location as 46er. They also mention 2004 which was when all the dams failed in Medford. I thought some of the dams were compromised out there too.

    Yes they are always replowed before a prescribed burn. They need to be down to mineral soil. Keeping them open really does not help any but no additional harm either. Keeping roads open is much more important.
