Is this illegal or illegal dumping?

Do you own or have permission to be on that private land? Do they? Did you contact the township they are doing this on?

It looks like in one photo they see your camera.
 
All of the dates are from this past April and May. Is is still going on? Why did you only document it for those two months? What did the State say when you reported it? Did they give a reason why they didn't do anything?
Unfortunately just pictures leave to many questions unanswered. Maybe a little more info would help.

If it is not state property I don't see the state doing anything.
 
No one here can answer your question based on what you provided. I would suggest visiting the Hamilton Township municipal offices and speak with them. If it is private property, be prepared to answer some of their questions.
 
Well Skut, thanks for your answers. My response is that we can't stop people from doing things most of us would not do if there is no enforcement available. And, as noted on other threads on this forum, even if there is enforcement, there is often no will.
